I believe it's actually due to the fact that some systems do this now, it's weird, but there have been multiple threads on reddit about it, and it's widely assumed it's an actual feature.

It seems that the "special" systems (red, green, blue) has more possibilities for that rare problems... (like your black and white filter, or abandoned and dead system...)
Its part of the game..
That's not how it works...
Filters were removed and added to some planets. It is an ugly feature and quite stupid/unrealistic.
There is a mod to remove it.
Light doesn't work that way, it is virtually impossible to land on a black and white planet if it has lush plants and such. I mean landing on a moon with a black sky and white sand makes sense, such as our moon. However there is NOTHING that can make you see yourself or say a colouring book in black and white.
Anyway the whole lore of the game is that it is a faultering simulation. It is why this stuff is going weird.
Edit: Use ♥♥♥♥♥♥♥ spoiler tags when you're about to post story spoilers...
So if I happen to be next to O-type star I won't see its light as blue? And everything else won't look bluish because of that?
