2) That's a "feature" that's been around for a while. It is annoying.
You can build a base computer almost anywhere for just 25 chromatic. If you really want to save the components for the rover pad, thats the way to do it.
Keep in mind that deleting bases right now is kind of bugged, and they stay in the list of teleporter targets.
That would explain the difference.
Edit: I should add: Remember, "pack it in, pack it out". We don't want our 16 quintillion planets littered with rover pads and signal boosters!
Not only that, but they stay in the list of bases for the base computer quest. My quest is currently telling me to go to a location that no longer contains a base computer.
In the grand scheme of things, the materials isn't all that much. It seems like a lot earlier on, especially when not sure where to find the materials, but after getting an idea of where to get what, it slowly can become an acceptable cost for convenience.
Still, I'd rather have a more intuitive and/or self explanatory mechanic saying one way or another that it costs, or doesn't cost, materials to place an Exocraft station on new grounds.
