How do I get GLASS RECIPE?

I have completed every quest for the scientist, still no glass recipe, i guess it's bug.

Do I need to build the foundation of the base for him to appear?

Overseer gives glass as 1st recipe iirc but sometimes Apollo doesnt give Overseer terminal as the quest skips ahead. If this happens, you can use NMS Save Editor to give yourself the Overseer terminal and everything will unfold properly.

There was a bug where you could craft glass out of parrafinium in a refiner lol

The scientist (and other specialists) often don't offer you the next progression in their mission arcs until you've advanced the Overseer missions (Expanding Your Base) far enough as well, or vice versa.

My overseer wanted me to learn a blueprint from my farmer but my farmer wouldn't teach it to me until I had finished enough farmer missions. They don't seem to think I can multitask, lol

You can refine glass out of silver. But far too expensive

I've got it. All i had to do was to build the Cylindrical Room in my base and the next questline for the Overseer terminal has appeared. Thank you all, case closed.
