Best hint I can give - talk to Aliens, visit monoliths and small settlements (with landing pad), check shipwreck sites, as well as space stations.
Exploring is the key to finding impressive multitools
It is a bit exploity though and does take the "thrill of the hunt" out of it.
Or, maybe everybody has that? I don't know. I do know that I've only once found one with more slots: a 23! This was in some random minor settlement on some random planet. I wanted to pick this one, but because I presume you lose all your installed upgrades. So, I went outside to create a manual save device (maybe I could have done that inside the station as well but I somehow presumed I could not) in case I want to role back to my 21-slot MT. But now the offered MT was only an 8-slot.
