Think of it like a melee boost that isn't based around a bug/exploit.
Whether it's useless or not depends on your perspective; I play in 3rd-person, and the player character's animations when melee-boosting look really funky and wonky and it busts up my immersion something fierce. I much prefer the rocket jump since it has a dedicated animation and has a sense of heft and momentum that melee-boosting lacks.
Melee boosting wasn't an intended feature, but everyone liked it so much Hello Games decided to leave it.
(Just to clarify since I made this mistake in my first post, a rocket jump is initiated by double-tapping space, not just holding it)
If you hold it you'll keep jet-packing with the horizontal velocity, yeah. Again, if you are already melee-boosting around all the time you probably won't see much use for it, but for peeps like me it's pretty dang nifty.
