Whether or not you can leave the solar system seems to be debatable.
Coose your desired location, Claim a base, go back through the portal to your nearest space station and teleport to your new base.
Or, use the Savegame Editor to input the location (under Edit, Coordinates) then click Save to teleport. The editor automagically backs up your save file.
You can also Edit the Json directly. find "OnOtherSideOfPortal" and change True to False (to unlock planting a base computor)

Sorry, sorry, no way with the portal, I tried myself and got rather obset ...But: you could try to join a MP friend, I have heard there are some tricks to stay at that location and continue. And of course there is still the Save Editor. But I wouldnt' do it because it's cheating.
I'm now at 98.000 LJ from center in Budulangr and will use black holes to reach center.
My semi-cheat here will also cost you something, namely being thrown further away if it doesn't work :)

1)
Use a portal, explore if you want and return through the same portal. This will add the system to the discovery page.
2)
Go in the disco page and left-click on the new system, this will place a 'custom waypoint' in the galaxy map.
3)
Save game, ALT-TAB to Windows, open Editor, replace your current coordinates with those from the Custom Waypoint.
4)
Back to game, reload save. Now you will or die in space and spawn in space station, or spawn on a lifeless planet, whatever you are now in the new system and can go on.

Now doing just like above is cheating. To make it more interesting:
a)
Before using the portal you throw a dice and decide with pair numbers that if you are thrown further away from center, then you STAY there and must try with another portal in 24 hours. With unpair numbers you can stay there or try again on another portal in your origin system whenever you want.
b)
You must use random glyphs only, not specific glyphs you know are getting you closer to center! Use 2 dices for exactly deciding which glyphs exactly.

How do you think I got to Eissentam!? I didn't fly here in my ship! lol!
everybody seems to think that bases are the only way to have a travel point to get back later but unless they changed it in the last month i didn't play, last time i ogt in another part of the galaxy by portal, all i had to do was landing on the local system station and voila, it was added to the list of quick travel for later use.
so, no need for a base if you can travel through the station...
