Try reselecting the expanding the base mission and go and see the overseer (the Gek) maybe that will get it working, short of that i have no other ideas other than just keep playing and retrying the overseer, hope this helps :)
Problem is: I completed both the overseer's and scientist's quests, the Gek just tells me it'd be nice to have a Vy'keen in the base whenever I speak with him, he constantly gives me the quest (he asks if I acccept or refuse to help get a armourer in the base) but it never does anything as I still have the two quests in the journal but no way of doing them. To give a basic idea of where I am at expending my base I recently built a landing pod, it's, I assume, more than good enough to have the weapon terminal unlocked if it's tied to this.
Circuit boards aren't comparable, normal blueprints aren't building blueprints, it's normal that your circuit board was locked, you eventually unlock blueprints through exploration of structures (this one is locked by default) or quests, unlike building blueprints which are only given by base NPC or the thingy where you spend the dug modules.
Once you did it and build it in game, you'll be able to complete the quest as it was intend to be.
Didn't find any other way to do this bugged quest, hope it'll be useful, sorry if i've misspelled somes words, "not a great english speaker/writer" excuse !
