Around my current home base sector there are 4 or 5 planets I know have cactus flesh. Strange you are having such a hard time.
-Land on the planet.
-Look for a cactus.

And by the way, drop that biome in your "maybe" base planet list, it's usually very fun planets to establish a base on IMO if you are not necessarly after a min - max base farm, because only cactus flesh and you can craft that

And that alone sells for a base price of 80k Units. So even while you do explore home planet, you can make a fairly decent early game cash thing.
And you have hazard only at night (except storms if any ofc), and by day it's like a lush planet.
