YEs... That can play into it... I would say explore... I have found very good MT's at small outposts given out by the NPC not hanging on the wall. You can get some nice MT's free same as finding crashed ships. FYI have 100 carbon in inventory... Just sayin'...
Visited a random outpost on a barren planet and made the usual conversational complements with a Gek about their marvelous scent. They gifted me (no cost) with a 24-slot S-class multitool. Almost all of the slots needed repairing but, even so ...
There's also a multitool in the Space Anomaly.
Maybe but you have to buy it... Much better to get them free on planet. Every game I've started I got an upgraded MT free in one of the first three systems.

All multitool interactions work like this, however your limited to a set pool of about 3-5 guns with +/- 1 grade of tool per solar system.
Each encounter can pick from 2-3 of the available tools for that sytem.
Best way is to google multitool locations and go visit someone who found a S grade alien or experimental tool (depending on your preference).
