I know it doesn't really fit the procedural generation thing, but not everyone wants to search super long for a ship that fits their requirements. Besides a ship designer function would be optional, so if you don't wan't to use it, you can simply just ignore it.
As for a ship designer, it *maybe* could work by creating predefined joints where parts can be removed or attached, like simply swapping out one wing for another. This, however, would surely require alot of work to do for every ship in the game, for every part that would be replaceable.
In my opinion, this would certainly be possible, however I dont see it happening anytime soon if Beyond really is the last major update, unless Beyond drops the biggest surprise update ever and implements this into the game.
The intended way is to explore the universe and if you see something you like, you hang around that system for a while to get the grade you want.
The instant gratification way is to go on reddit (or elsewhere) and look up the ship you want, find the seed for that ship/freighter and edit you save file.
I would like some options to upgrade ships (or frigates, freighters, multitools) however i dont think we'll be seeing that. Maybe if the game goes long enough they might decide its a good idea.

The NMS Coordinate Exchange is another (frequently) updated place I recommend to window shop before the hunt begins.
IDK about the whimpering part but this works well too if you don't mind manipulating the game with tools outside the game.
