Have you ever wandered around on a planet and noticed how regardless where you go, usually there is a hill or mountain blocking your view? That's because the game tries to burden your computer with as least possible amount of objects as possible. The game doesn't have to show what is hidden behind a mountain and not visible to the player. Since planets are procedurally generated, one cannot simply use other tricks to simulate horizons and large, open areas.
That being said, there are planets that are more or less flat, with a lot of vegetation, but still with some hills. Nonetheless, you will not find any planet being as flat and flora-less as you desire.
By the way, appearently there are base computers on planets which cause the terrain around it to be completely flat, 100%. I have encountered one myself. Freaked me out a bit, because I play singleplayer, but appearently they are spread out, though very rare. Just a base computer siting around.
The unclaimed base computers were added in NEXT so that pre-next bases could be restored. I used one to restore my legacy base, but after beyond I deconstructed it and deleted the base computer.
But I also have a mod installed that scans for Habitable bases when using a Secure Site of Interest chart from the cartographer. Pretty useful to find bases when you're on the another side of the portal, claim the base, return to the portal and then go back to where is your new base using a teleporter. Instead of making innumerable warpjumps to reach the desired system.
That's how you started a base prior to the new terminal. You had to find a currently placed base site. It was a round room with a terminal and teleport in it. They also had a flat build area.
The terminal you found was for those wanting to bring their older version bases into the new update. Not sure it still works though.
