To fix the frigate you have to land on it, and look the icons that indicate damaged parts. You might need a lot of resources for the repairs.
And yes, you have to do the same with each frigate. Walk around and fix everything yourself.
Now the frigate thing. Don't send the mon mission until you have at least a few, and don't send them on missions higher than their ranks. so early on, only do the easy missions.
They will progress after successful missions.
Now to repair them. Land on the damaged one, and follow what the commander tells you, aka choose to repair.
Then you need to go on each "terminal" that needs repair and just as any other machinery, you need ressources to fix them.

For the frigates, land on the damaged one and the pilot will tell you what is in need of repair. Follow those icons towards the damaged equipment and do the repairs, making sure you have the materials in your pocket. You can go back to your freighter or planet if you need more.

You can currently collect six starships maximum either by buying them or finding and repairing crashed ships. These will all appear on your Freighter when you have a freighter. If you call a starship down from your freighter to the planet surface, the starships will gather on the planet at your location until none remain in your freighter.
In doing so, provided your freighter is in a busy trade system, NPC starships will again land on your freighter in the usual fashion. You can then buy and sell with the NPC starships when you next visit your freighter. Any of your starships that are not present, will remain on the planet surface for that game session. After a reload they will again fill your freighter. You can still swap your own starships in the same session, despite them not apparently being on your freighter.
Unrepaired Frigates sent out on missions again, can be destroyed. Particularly if they are sent out under strength on high star missions. In this way it is possible to effectively send frigates you don't want to keep to their destruction. You then have to buy another.
Repairing frigates can be fun. You should be carrying basic resources in your exosuit (preferably high capacity slots). This way you will always have the resources you need to repair the frigate damaged parts. If not it can be useful to dedicate a starship to holding those resources and when needing to carry out repairs, swap to that ship to fly out and make good repairs. The resources are also often easily available in space, possibly from NPC cargo holds you can destroy or meteorites.
Damaged parts are easily reached in different locations on all frigates. The red damage icons mark those sites. There are some satisfying animations to witness, when repairs are complete. When you have completed all repairs on an individual frigate an audible ping can be heard announcing the fact, so you don't need to search for another icon on that ship, only to realise you have finished the repairs.
Landing on certain frigates in your fleet at any time will also reveal to you small amounts of resources that the Captains will give to you. Explorer ships can also scan planets for high value salvage items. Combat frigates can aid defend you in battles.
It can help to build a portable base on your freighter, just for placing storage crates to hold resources and also a Trade Terminal to buy stuff you can use or refine. You can also build a refinery on the freighter for that purpose. Often loot brought back from Fleet Missions can be refined into basic resources like gold for repairs. There are many ways to find resources, even desperately destroying your own tech to claw back some resources. You can then rebuild the tech if necessary next time you mine resources.
That's because the frigate crew is all union members. They don't fix anything because it isn't in their union contract. Hello Games will outlaw unions in Beyond.
