EDIT: Also, you don't need to establish a base to place down Exocraft modules. In fact, they even refund all materials when demolished, last time I checked (pre-Beyond).
I've been playing this since day one and we have NEVER had to have the geobays in the system we wanted to summon them, just needed to have the geobay built somewhere in the same GALAXY, anywhere.
Then, only the exocraft summoning station needed to be built. Worked just fine like that for the past 2000 hours of my game.
If they have made it necessary to have geobays in EVERY system you want to use exocraft in, plus the ridiculous need now for electricity, then they really are trying to make Normal mode more of a torture than it needs to be.
I am really not liking these new "features" one bit.
And oh yeah, half of all of my landing pads are now mysteriously missing from all of my bases.
So, built a exocraft summoning station at this "test" base and this is what happens:

This is in Normal Mode, by the way.
I do not think this is the intended behavior, and if it is a new "feature" of the Beyond update, then they are really turning this from the relaxing "chill" game I fell in love with into some kind of pseudo-survival-grind-fest.

Hopefully it is a legitimate bug and NOT the intended affect.
I'm sure they are really over-loaded right now with numerous bug reports, but if anyone is experiencing this particular bug, please DO submit a bug report.
The more people report it, the more likely it is to catch their attention.

I'm having the same bug as well. Thanks for the link. I have followed your advice and submitted a bug report.
I've found that the Exocraft Summoning Station does not work if it is placed inside the limits of an existing base.
So EITHER
1: Place the summoning station before you place the base, as others have suggested.
2: Go far away from your base and place the summoning station. I have confirmed twice now that this method will allow you to summon all exocraft you own.
Since all of my bases were built pre-beyond, I'm kind of stuck with them, as some were time consuming to build.
Perhaps I'll try and remove the summoning station and re-locate if on the other side of the planet with a beacon (So I remember where it's at) and THEN build just a single new Base Computer beside it for the purpose of getting the materials back if I decide later to move my base to another system.
I hate the idea of not getting materials back when these things are deleted or get left behind.
Unless they changed how things work in beyond, unless there is a Base Computer built nearby, you don't get any materials back if you delete the summoning station.
I had this happen once.
I moved my base, built the Exocraft summoning station, like I always do and realized that in the process of tearing down one of my old bases, I forgot to re-build the geo-bays.
All you have to do is re-build the exocraft geobays at any of your bases. You have to have a geo-bay for each of the exocraft built at a base and then you "own" them.
