all planets are re-randomized (critters, weather, type, ground up) and your base may be buried or floating but is almost always a do-over as its usually generated on a horrid place.
your stashed / stored stuff may be obsolete. seems every time they make new versions of the same stuff and the old is discarded or vendor trash after.
some installed tech may be broken / obsolete.
prices / values of things radically shift making stored up cash cow items worth nothing.
crafting recipes are often redone
some quests you had may be broken after. a drop and re-get fixes this usually, but main quests may be perma borky or take a galaxy warp to cure.
dunno if 'addresses' and 'hubs' are obsolete after.
I have not had any major problems, but lots of lost money and aggravations. I recommend you sell anything of value, including rare minerals and such. The rest of it you can mostly deal with after.

I don't believe they addressed it ahead of time for NEXT either though, you just got a pop-up when you logged in explaining the situation.
I would recommend people remove "redundant" bases you might have lying around. e.g. i put bases down on planets next to large crops of plants so that i didnt have to build a farm myself, would just warp there whenever i needed something.
There was also no indication that freighter bases would be outright deleted due to the changing tile sets.
first off: there has NEVER been a "wipe" to the NMS universe/universes. ever. with the definition of "wipe" being a complete deletion of all player created instances, and complete reset to all discoveries and player based activities to all planets ect. definition of wipe.
there simply has not ever been a "fresh start" or "wipe" from any of the major updates from pathfinder on.
what many people confuse for a "wipe" is when changes are made to the biomes (atlas rising update), or when certain assets, such as ship parts or flora/fauna additions get included or changed from one update to the next. this is however not a "wipe".
atlas rises was the update with the largest impact of upset and confused players as when the changes to the biomes were created.. many planets that used to be one type. (lush and beautiful and perfect for a player base) transformed over the patch into something completely different sometimes resembling something from ones nightmares. along with that, many people who spent a good deal of time creating bases (especially those underground) would log into a base that was completely buried or simply missing. also the biome changes effected how fauna/flora were "regenerated" to the new biome conditions. keep in mind, the way claiming a base was much different than it is now as well, as it was tied and generated to the actual planet and not something you put down yourself, anywhere you want, like the new base computer.
again.. this was not a "wipe".
HG did what they could at the time to offer a way to load the old based, even going as far as to put in a workshop function (that no longer works or is needed) to get back all that hard work lost. with some success, but not without a lot of frustration and player anger. HG has since then made it clear not to make changes like that again or changes that might effect the time players spent. ie: wipe.
it is prudent to make backups of save data. it is prudent to (as asmosis suggested) clean house a bit and remove things you don't need or use anymore. its good to collect iventory and be prepared for a possible worse. more than likely however, nothing will change and everything should be in working order after update and login. some players may even turn off auto update to the game until the dust settles.

Its just going to be a planet and biome regurgitation including fauna and flora. It's not gonna be the same thing that you originally thought was nice and handy. It will change.
Stuff held in things like your exosuit/craft will be fine(minus any tech or resource changes from the update) you will get material value back for any changes. You can access your gear again simply by repawning your ships/craft or placing the storage containers.
The reason being the universe is kinda boring with its strict uniformity right now. All the planets are the same (per biome). In order to change that though (or introduce new planet biomes) the algorithms get changed rather than handchanging planets (which is impossible, given scale).
From what i've seen in the trailers, there are at least some changes but whether they are drastic or not wont know till launch.
