There are a lot of bugs with the scientist, mainly causing him not to speak with you anymore to continue the quests. The solution is usually to dismantle the construction terminal and rebuild it, and if this doesn't work you would have to dismantle the terminal, delete the base, rebuild the base elsewhere and rebuild the terminal. (At that point the NMS Save Editor is most useful because you can backup all base constructions and place them elsewhere).

Keep the mission active in the menu and keep talking to Korvax in different locations. I couldn’t find a scientist recruit via the “beaker” hud icon for the mission, but I did find one on a trading post on a random planet.
i had that same issue . i used commercial planetary charts to find a trading outpost in a korvax system. just kept jumping to different trading posts til i found a scientist. it progresses the quest as well. just talk to to as many korvax at the trading posts as you can. you will find one.
Once you have the right one selected...at the right time...you get a icon and once you get to the station it actually puts an icon on the right Korvak. That said, for a first play through the shifting mission motif gets a huge thumbs down.
I finally gave up and just picked some random Korvax galaxy lightyears away and wound up talking to some random guy at the space station who just happened to be a scientist!?!?! So don't give up, just keep hopping to as many space stations as you can in Korvax galaxies and talk to EVERYONE.
Many get confused between the Overseer "Hire a scientist" and the Scientist "Hire a scientist" missions in the log. You need to make sure the Scientist one is selected.
But other than that most Space Stations have a scientist lurking around as well as on planet trading posts. I even found one at a Colossal Archive.
