maybe if you do, you'll be able to connect surface prefabs to it on the shore part of your base?
I've got 4 or 5 bases with the base computer on land but have full large underwater base areas with the underwater prefabs. However connecting to shore is a massive pain.
Connecting an underwater base to above water buildings is a massive pain. I've only been able to do it a couple of times. Usually you need to use cuboid rooms to do the connections, but in some junctions you will still get water. Its difficult. Underwater prefabs do need to be fully submerged. The waterline is the most difficult obstacle to overcome. Prefabs will work if used just right, but the underwater tubes can not poke out of the water at all.

Using this mod can also help you with the building limits - the underwater rooms are basically just the same models as the regular rooms but with the glass panels baked in - so if you want an all-glass room above the water this will let you do it with 1 object instead of 7
