I have 4 stacked upgrades for my exosuit and jetpack and they work fine. None are overloaded.
maybe because you have some on inventory tab and some in technology tab. You CAN have 3 in each tab (most people don't know that, i think it's a bug)
No I have my stacked upgrades in my inventory tab. I don't think I put any of my upgrades in the tech tab since I usually forget it exists, and don't bother.
screenshot or it's not happend
is it 3 upgrades + the base module? Game writes technology overloaded if you put 4+ upgrade modules

yes but you can't craft s class suit upgrades * like shields or heat protection

In theory it's better to do:
A = B
II II
A = B
Instead of A = B = A = B
