If that is the case the mission agent was one of the people you talked to when you were doing the "16" quest. None of the life forms that you talk to during the "16" quest will talk to you after you have completed that quest. That can be unfortunate if you talked to the mission board life form or any of the other vendors during the "16" quest. In that case you'll have to go to a different space station to talk to a mission agent.

What quest were you talking about? Name? Link? Because, as the OP stated, there's only a "16 / 16" quest, and that's quite a bit after the point he was (and I am) stuck at.
That is of course just a workaround and not a bug fix. Yes, I consider this a bug since I don't see *ANY* reason for the behavior.
