Report a translation problem
You don't need to start over necessarily. I was on the part of the Artemis quest to triangulate the signal pre-Beyond and after Beyond launched I went through the rest of the quest line. The blueprint for his translator as well as other things are provided as part of the quest. IIRC you have to talk to someone at a holo-terminus and they provide you with the recipe, then you have to go to a space station and use it on folks of different races and it "helps" you talk to them or some such.
I think what happened is they already visited the Holo terminus before the quest gave it out. Now they can't build it and can't get it from the quest because they are past the point it given out.
So I'd think the only work around would be to to get far away and try to reset the quest.
Or start over...
Unless you really want the quest for the content it really does not do much anymore with the availability of the Anomaly and Nexus. I'm on my second start without doing any quest except getting the hyperdrive. It sort of makes an interesting time using the various game mechanics to get things rolling rather than being directed.
I'd suggest a save/reload to see if that clears up the problem.
As noted, it may just be you never acquired it from the mission. I would look to see if I can reset the mission perimeters and it may give you an icon to continue. Quite likely you have traveled too far for the old locations for the mission to work.
LOL, pretty much useless, yep.
My thinking was that maybe if my shields go down they'll break instead of something more important. With the Savage Sentinels mod, my shields do go down pretty frequently.
Translators have yet to ever break though. It's almost always Star Seed that does break in my game...it's installed for pretty much the same reason as the translators.
