They are not as often found now as they used to be. Too many system changes and planet revamps have happened. You'll find a few here and there but no real trick to it. They can be found in any color system and any economy. Its all random like that.
When you are in the galaxy view look for the word "water" on the system information. When you find such a system go explore it.

I think you can deduce from the global planet shape and its contrast that it will be an oceanic planet, you can see continents and other areas which are water. If the color also matches, go explore those planets.

Plus you have the planet description if you scan it, if it says 'desert planet' 'redacted planet' etc., then for sure it's not an oceanic planet. The description for an oceanic planet could be 'rainy planet', 'paradise planet', 'Flourishing' etc.

That only ensures that you will see planets with water, but not necessarily blue water. Most are green, yellow, or even red, but blue is pretty rare.

The type of system matters as well. You want to avoid systems that have anomaly planets as much as possible.

Keep in mind, the ocean's colour will change at dusk/dawn, quite dramatically. I have light yellow during the day, fiery red at dusk and blue at night.

Also, there's no such thing as a planet covered entirely in water. Half a planet, sure. but entire planets that are covered in nothing but water, save for tiny islands don't exist. There's always a large landmass.

If you look for a landless blue ocean, maybe you have a chance to find one on systems without an economy, since otherwise all planets need lands to support the npc activity.

There is a mod on Nexus that makes all water blue. On my phone, can’t search for you.

How can they assume that these planets all have water, just because they have some liquid ... Stupid thinking...Also water doesn't need to be blue, if the sky is not blue, the water shoudn't be blue, that's true even on Earth where the Sea can be green in some weather conditions. These modders should wake-up...

Going to Eissentam galaxy may be the best bet. It tends to have more blissful worlds and I have found several in my travels there with blue oceans...if that is what floats your boat (pun intended).

Other than two lines of fluff text at the end of the storyline, there's no difference between galaxies.

A red system is a red system is a red system, no matter what galaxy it's in.

Blue oceans aren't rare in Euclid, if it's the only thing that matters, it just takes water and sky to be blue, that happens quickly and without need for a lush biome. Hey let's make some stats and see how many new systems each of us need to visit to find one...

Took 6 jumps to find one with blue sky, 1 to find blue water (violet sky), found 3 with blue water and green sky, one with blue sky and green water.

These 2 mods work really well together

Exosolar's Expanse

About 2 in 5 will be plain black space with one of 58 possible nebulae
About 2 in 5 will be plain black space.
About 1 in 5 will be one of the original Space color themes designed by the creators of No Man's Sky. Not a single set of space colors has been erased in this mod. Every one of them can still be found!
