net neutrality isnt (shouldn't) affect any online games, but who knows. steam and online games
rely on being able to connect to different servers and if internet providers can mess with that as well then theres no hope for anything and there will be a HUGE cluster*** and they will be the ones who lose in the end. And if NN does die, I for one dont know the full extent, most major websites might start out uneffected, or they could immediately make EVERYTHING pay 2 view, making you purchase things like social media packages and image sharing packages (imgur and whatnot) and etc etc just like television with movie packages and so on. the future is very uncertain isnt it.
Here's something to ACTUALLY worry about. One day you will wake up and most everyone you love will be dead, then you'll realize how much time you spent worrying about stupid things.

For the steam version I would say yes.
Since the game is also on GOG which is DRM free, yup, it can be played offline.
