make sure you have a good standing and plenty of nanites to spend.
This can easily happen when you find a better multitool, because you dismantle everything on your old one first (up here it's all ok), but then: you may want to move some upgrades to other slots on the new one: you have to know if you have the blueprints, otherwise it's gone :)
I just need to learn the damn thing so if I ever actually want it I can install it.
You get a terrain manipulator blueprint through one of the main quests pretty early on. The moment in the story when you're going to those communicator nodes to talk to those NPC's up on the towers, when you're given the quest to start buliding a base, you're very close in the quest line to recieve the terrain man. blueprint. Much quicker to get it this way, then hope on RNG through weapon vendors.
