Edit. You can find them as well in-game, but they are not as common as they used to be.
Each space station has its own inventory of blueprints. I have actually never seen a single space station update its inventory. Even if you purchase everything. I've purchased everything in my home system quite a while back, and after several visits this sold out inventory never changes.
Nada will had out a random blueprint if you ask for aid. I do believe it will always be a random sigma version.
As for finding blueprints faster: Go visit Colonial Outposts that you find by placing the Signal Booster on planet surfaces. Such Outposts (or fabrics, it depends) will yield good blueprints if you solve the puzzle correctly. Then the Distress Beacons of crashed ship sites will also yield good blueprints, you can bribe most NPC's for the cost of the same items every time so they will reveal a crash site to you, you can even re-visit the same crash sites and the beacons will reset (an exploit due to a game glitch).
Monolits (not plaques!) will also yield blueprints, or expensive items (those you need for bribing NPCs), it's random.
Then always visit space anomalies (but you know that I'm sure...)
