You get your weapons from the stash inside the hangar, take the clothings, fill up your bag from the caches at the airstrip, then grab a bike and take the grapple. Head to compound, don't worry about guards, they'll ignore you even if you get in their vision. Enter the compound using the grapple, grab the loot and escape from where you entered (just watch out for red cone guards).
If you have sniper rifle you can then try to kill a dinghy driver and steal their boat for a fast escape. Otherwise just head fast to main dock, kill a couple guards, grab a boat and escape.
If you do this fast and flawless you'll get elite with minimal effort and killing.
Most of the time there's more than enough to fill up your loot bag.

The truck is a comfortable but slow way to enter the compound if you have the disguise. But since you had also found the grapple, you could use a faster car and then climb up the wall in and out.
