Report a translation problem
For example in Civilization, I wouldn't ever play without mods because the base game sux , is it like that in xcom 2 as well ? or the mods are just for cosmetics ?

Btw those are only examples. Look through the workshop and see for yourself (btw mods may decrease fps or in worse case even have conflicts with eachother which tanks the fps additionally and make it crash, but I have read cases where people use about 100-200 mods, personally I use about 20 mods.
I agree with the previous gamers. The mods that allow you to cust. the game to your liking is a great appeal.
I would go with PC as well if my machine is up to date and WOTC is the most advanced version of the same X-com 2 game.
I would also wait a few weeks for the big summer sale. Good Luck
