So apparently if you somehow like me have 16 scales in your inventory the quest cannot be completed without tampering with console commands and drop the un-drop-able quest items.
I have to reload so much things to undo it...
so why isnt the quest updating when i have too many scales?
quest probably checks for 12 scales specifically and then finishes, so if you like me pick up more than that too fast ( before the quest updates ) you have to reload and try again

I simply want them to add like a check for "bigger than or equals to 12 scales" ( >= 12 )
I just completed this quest as well. Try reloading and the fish will spawn. Or check the shores, I found a bunch of them just flapping around. Easy kill.

Bugged quests like this will presumably never be officially fixed since they didn't do so now. The unofficial patch is the way to go.

this is always an option, if you don't mind the dev putting thousands of unnecessary objects around your world

The fish stopped spawning for me so I went and did some other quests for a few hours then went back and the fish started spawning again.

I doubt it, and if you asked in the mods forum, you'd probably get banned, the dev is kind of a ♥♥♥♥♥♥♥♥
