That being said, the Move It! mod makes it super easy to move things around without having to demolish existing roads or buildings. It can also be used to copy and paste whatever you want.
Collision is not an issue with this mod, nor with Anarchy-related mods, for that matter. Placements that would be impossible in the base game are easy with such mods.

That MOD is almost perfect. I'll give it a try tonight.
Still looking for one that will let me 'paint' the ground in the sizes of cells. Helps layout building.

Thanks for the suggestions. I've tried Surface Painter, but it lacks the ability to to give a definite outline of what you have marked out.
Image Overlay Renewal 1.9.4 is about map making, It's not about drawing lines on maps to markout roads/buildings/etc in-game.
I'll keep looking, but I would have thought just a simple line drawing MOD that could draw 1, 2, or 3 cells in different colours would be available so people could layout the future development of their city and allow room for future items, like bigger train stations, etc.
Anyone with any other ideas?

I guess you could even make zero cost versions of the paths like the zero cost roads in that 'Planning Roads' workshop item.
Strange thought, a city building simulation that has not way of surveying and laying out for future growth. To 'reflect' real life I would have thought that would be very obvious. But apparently not.

I use this which lets me bring an image onto my map. I then trace bits I want. I often trace with trees and then hide the map and build over the trees.

I've found Planning Roads works well, and like mbutton15, I'm using tree lines to mark out areas.
@ForesterSOF, I was looking for a way to mark the map in-game, so my layout can be adjusted as needed.
