DLC: Worth it?
Although everyone's opinion varies, is it worth playing this game without the DLC?

Yes. The base game has more than enough to enjoy hundreds of hours of creativity. There is also free access to a huge amount of content via the Workshop.
In fact, I always recommend new players to get just the base game first so that they may learn to play it, and then, once they have, they will be in a much better position to know exactly what else they may wish to add and can choose their DLC's without any need for advice ;)

New Player Bundle is good choice - it will gives you transport hubs, taxi, monorail, bus terminals, commercial specialization ... and Snowfall if you want trams.

There are two main kinds of DLCs (I mean of "big" DLCs, so excluding creator content and music) :

- the earlier ones which mainly adds "base" content to use in your game
- the later ones which add "advanced" side content with a feeling of disconnection from the base game

While the second ones can be interesting to add more spice after long hours of play, you can maybe buy some DLCs like After Dark, Mass Transit, Snowfall .
Mostly they are not worth the price at all but at 50% I consider these OK.

Hey everyone, wanted to get back into the game, I don'T own and certainly don't plan on buying DLC clusters. So , that being said`;

I would like recommendation of mod COLLECTION that you suggest and if possible, why.

I'd say industries, mass transit, park life and after dark are the best ones (in that order). After that i'd say sunset harbor, campus, green cities and snowfall (in that order). Natural disasters I wouldn't recommend.

i just don't see the appeal in wrecking your own city. if that's your thing, go for it. not just my personal taste.

Oh I completely agree. After the initial hours of fun with the disasters is over, you can turn disasters off. Nothing gets wrecked.
Meanwhile, I still get to use my helicopter emergency services, which I repeat, is the best reason to get this DLC.
Excellent fire service response that can handle fires away from the roadside.
Excellent police response times.
Excellent health service response.
All without contributing to or being hindered by road congestion.

Remember that you don't get fires away from the roadside without the DLC, though.

(Which is good, since otherwise non-road-connected buildings like wind turbines would burn down and there'd be nothing you could do about it.)
