me too , i already uninstall some of Vehicle Type mod and still not working , it looks like there's a mod that's not compatible anymore after the sunset harbor update and it broke my game

Go look at the pinned threads. This issue is known and there is a pinned thread for it.

That's caused by using old version (10.20) of traffic manager; update to version 11.
