Unlock All?

I have already played through and unlocked everything in one game. I want to start a new game, but I absolutely can't stand the way things are unlocked in this game.

I read that the Unlock All mod is a good one to alleviate this, but when I found it in the store it only had a 3 star rating, no description, and hasn't been updated in a while.

Any recommendations?

It's probably been abandoned as it has since been implemented as a basegame option. I think it's in the Content Manager 'Mods' section.

Use the one in the vanilla game - from main menu: content manager > mods > Unlock All

It's the most reliable implementation currently. Most of the similar mods in workshop are obsolete.

Yup, I use this one too, as it is current and up to date (meaning all DLC's if you have them) and you can specify which unlocks you want to apply via Options.

I use these two and then go with the standard released mod to unlock all milestones. I also just use the unlimited money. Once you played a few games and unlock things the milestone way you find that you want to now be creative with highways and stuff to build a city without worrying about the money to build it.

Here’s my go to base mods. I know, it’s a long list but it essentially takes most of the limitations out of the game and the ability to get money as you need it and increase your tax income without raising taxes is also nice. I have to say I’ve been spoiled by them since I found them.
