How to build pedestrian zones?

I like to have my inner city car-free, with shops and business, but pedestrian precincts only. Just as (I guess) every city has.

Is it possible to build that in Cities:Skylines? Maybe with a Mod?

I'm not sure you can quite achieve 'car free'. You can certainly build an area that has no road connections, but you will need metro/train links for passanger and goods transport.

And, despite having no road link they will spawn vehicles when they exit the metro and train stations. So I don't think car free is possible. Here's an example of an area I built with no road link:

you do have to make sure service vehicles have access to the buildings thought, like police, hearses, waste trucks otherwise that will give you problems.

Ok. How do I do that?
I guess they won't use this pedestrian roads? On the pictures I can see some barriers.

without mods it can't be done I dont think, The above mentioned mod is outdated, have a look at the latest version it's the only one that may do what you want.

You can control all your traffic with this mod. Ban cars, garbage trucks, police, taxis etc from the the roads you want and much much more. A must have mod in my opinion. There's a promenade-type road in one of those mods, I think the Net Ext 2 mod, that does what I think you want. It only allows emergency services and supply vehicles.
