Have you tried running the game without the mod?

If the game still freezes without the mod, I'd try these potential fixes in order:
  1. Make sure that you're not running antivirus software. This causes known random crashes with the game as explained by the developer here.

  2. If that doesn't work, follow this guidance from PCGamingWiki[www.pcgamingwiki.com]:
    Stop "Touch Keyboard and Handwriting Panel Service" Windows service

    Crashes around after 15 minutes of gameplay in Windows 8 and 10.

    1. Open Task Manager.
    2. Go to Services.
    3. Identify "Touch Keyboard and Handwriting Panel Service" (TabletInputService).
    4. Stop the service.
    5. Launch RE4.

  3. Try running the game at 30 FPS.

    Reason being is that 60 FPS in the port can cause some real gameplay issues; refer to this excerpt from the PCGamingWiki article[www.pcgamingwiki.com]:
    The game was originally designed around a 30 FPS frame rate. Various issues, both minor and major, can occur when playing at 60 FPS.
    • The game engine cannot skip frames, which means if it can't maintain a capped 60 (or 30) FPS, it will run in slow motion.
    • The minecart and the statue bridge QTEs were not re-timed for 60 FPS, so they require twice as many button presses in the same time frame.
    • Some animations weren’t ported properly, such as the rifle and bow reloading, and appear jarring in contrast to the rest of the game.
    • All effects generated by animated textures (flames, for example) are still running at 30 FPS.[8]
    • The frequency of certain effects and events, such as the speed in which water moves, are at 2x speed.
    • Minor differences in the spawn behavior of some enemies/areas.
    • The Black Knights' death animation runs twice as fast at 60 FPS.
    • Leon's hitbox is bigger at 60 FPS and does not get reduced anymore by the Ditman glitch.

  4. Try adjusting the variableframerate option in the config.ini file.

    Try this fix recommended by PCGamingWiki[www.pcgamingwiki.com]:
    After this procedure, with it open, the game will not allow you to change its resolution without making it fail; therefore, you already know that there may be problems with instability, and remember to make a backup copy of the file before

    If you think your machine supports more than 30fps, but at 60 it already shows the slow motion problem, edit the file config.ini in C: \ Users \ * your user * \ Documents \ My Games \ Capcom \ RE4 and at the end of the variableframerate line change the value to 40 or 50 and save. Right-click the properties and place it in read-only.

  5. Try switching between windowed and fullscreen mode. Windowed might offer better performance; try switching back to fullscreen to see if any performance gains are retained in fullscreen mode.

  6. Ambient occlusion appears to have significant performance impact in the game; see this passage from PCGamingWiki[www.pcgamingwiki.com]:
    Install the ambient occlusion mod (not for cutscenes)
    1. Disable the game's anti-aliasing for the mod to work; however, you can add SMAA in with ReShade[www.pcgamingwiki.com].
    2. Download this[www.sendspace.com] and extract to the game's
      Bin32
      folder.
    3. Open
      d3d9.ini
      with notepad.
    4. Change the four paths to where RE4 is located.

    Notes

    • This AO mod can be very taxing on the frame rate, and you may have to choose between AO and 60 FPS. If you choose AO due to the frame rate hit, then change it to 30 FPS in the game's settings.

  7. You could try running the game on an earlier version to see if this prevents the crashes:
    1. Go to Steam Library.

    2. Right-click resident evil 4 / biohazard 4.

    3. Click Properties....

    4. Click the Betas tab.

    5. Click the dropdown list box labelled, "Select the beta you would like to opt into:".

    6. Click ver - 1.0.2.

    7. Click Close.

    8. Wait for the files to download for the game until it is ready to play.

    9. Launch the game and see if the slowdown problem is resolved.

  8. Even though the screen refresh rate issue isn't affecting you, you could try tinkering about with the Special K program and see if that provides any solution.

    • Fullscreen mode defaults to 60 Hz, even if the screen refresh rate is set higher than that.

    Set screen refresh rate
    1. Install Special K by following the Special K Unofficial Guide. Manual local installation may work better.

    2. Start the game once and close it to allow the configuration file of Special K to be created.

    3. Open
      <path-to-game>[www.pcgamingwiki.com]\Bin32\d3d9.ini
      or
      %USERPROFILE%[www.pcgamingwiki.com]\Documents\My Mods/SpecialK/Profiles/bio4.exe/SpecialK.ini

  9. You could try making sure that you definitely have all the Microsoft redistributable packages, which resolves the separate, well-known "0xc000007b" error message.

    This is to resolve this specific error message ("0xc000007b"), but, you never know, it might be worth checking!
