It gains reinforcements when enemy military buildings are aligned with it.

For example, if you have an enemy Alarm Tower, and you place it in the bottom right corner. If you then place one of your military buildings on the bottom row or right column, that Alarm Tower gains reinforcements. If you have an Alarm Tower, you gain reinforcements when you place enemy buildings on those aligned tiles instead.

Ah, so if i understood you right, i will want to plop enemy pieces near my alarm tower to pump it up, yes?
Not "near" but in the same row/column. Some other building types will have ranges, so those will require proximity.

Alright, I think I get it now. But the card could probably use a better explanation.
Not sure how you can explain it any better, "align" is a keyword used on lots of cards and means the same as it means in normative usage.

Also ALL buildings show the AOE on the map, i.e. look for the little lines which show it. The bigger annoyances is what those lines don't match the text, i.e. L / corner pieces should cover 2 rows/columns, not just one and sometimes they do even, there is no logical consistency, i.e. I hate when I stack two training camps but they don't buff each other when you form a 3x2 square, i.e.

because "C" doesn't see "1" and as far as I can tell it's align with the root (1/C), not the piece. Alignments should align with the PIECE as the description says. Not an issue for alarm tower as its one one square big but it's annoying on bigger pieces. Heretic thing comes to mind as well.
I am generally finding the descriptions on the cards to be inconsistent and unclear. For the stables, it is unclear if ANY or only friendly buildings count (this should be 100% consistent throughout the game and is not, it should ALWAYS say if it procs on friendly, enemy, or all unit types). Alignment is "shown" but unclear to me. It seems (cannot verify) that if you place it vertically, then you need to align with both rows. Again, the text should 100% indicate the effect with no inconsistencies and with complete clarity. This is essential to a deck-building game and kind of turns me off enough that I don't really want to play the game more.
The tradeoff is between conciseness and preciseness. You could probably write an essay to describe the effects of each card. But that would be an absurd amount of text when a keyword or two will suffice.
