The game version is important because, for example, POI's created in Alpha 19 have compatibility issues with Alpha 20 POI's. Each new game release usually includes some new blocks that were not present in the older version - thus there will be issues trying to place Alpha 19 POI's in Alpha 20, and Alpha 20 POI's in Alpha 21. (Note that the devs provide a tool to correct this, but that's beyond the scope of my response).
If the only "mod" you are trying to use is a custom POI, then the required files can be placed in your "Local Prefabs" folder (there are 6 related files IIRC), and they can then be included in custom maps. As long as the POI is built with blocks from the current game version, there should not be any problems. If the mod you are considering contains elements other than just a POI (i.e. custom zombies, quests, etc) then see my first paragraph above.
I have never used a custom POI built by someone else, but I have built many of my own custom POI's and successfully included them into worlds I have generated. I'm playing Alpha 21 now and still using some POI's that I originally created in Alpha 19.
I hope this info helps, and I hope I've answered at least some of your questions. Happy gaming.
