The alleged reason I've seen given (by a mod, not by a dev) is that greatly simplifying the apparel system made it easier to avoid apparel clipping through vehicles, other apparel or whatever.

Which strikes me as not very plausible as it's far from an insoluble problem. Other devs manage it in other games. Modders manage it, even when creating apparel systems far more complex than the one in the vanilla version of the game they're modding.

It might be relevant that apparel DLC is planned. At a price, presumably. There's no mention of it being free.

basically, it's simplified the system. everyone would end up just using military armor or steel armor, and using the military fatigues and either puffer coat or college jacket. there isn't much point in the rest, it's not like you can actually see what you're wearing.
I like the new set bonuses and the bonuses you get from individual pieces, gives you more options depending on how you're playing.
There will be clothing again soon. Next big update we get a new wardrobe system and a clothing dlc. Let´s if it´s free....

True enough. It’s nice to have different armor that, in principle, is better for a certain situation or character build, instead of armor B being an across-the-board upgrade over armor A.

One downside of the new system, as I’d characterize it, is the flattened progression. You’ll put on primitive armor, and then maybe whatever armor you find first, and then the armor you actually want. From there on out, it’ll just be upgrading to better qualities of the same thing, with no visible signs of further progress. Most of the outfits have cool doodads (for example, knee pads) that could be selectively rendered only at higher quality levels, making you feel like your armor is getting better and broadcasting how powerful/advanced you may be to other players.
