The cross platform in steam refers to PC/Mac/Linux crossplay.
As for this response, hilarious that you would say this 6 years ago and here we are now where many, MANY, games are now crossplay. As well as saying "it never will be" as they now have it in their plans to make this crossplatform between console and pc. So
To answer your question. It is currently not crossplay between pc and xbox, but it is a feature they plan on adding in the VERY near future.
The console version of the game available when this thread was started was sold (published) by Telltale Games, and developed for console by Iron Galaxy. It branched off and diverged from the PC game, such that PC/console crossplay wasn’t feasible. All that is old history now. If you want to discuss this further, please start a new topic instead of gravedigging a very old one.
