Following your second suggestion, I just tried Debug Mode [(F1 and typing in "dm")-for the benefit of others] and you're right, the only option offered (to reset quests) didn't help in this instance, as all the quests available (all Tier 1) remained Tier 1.
As far as your 1st suggestion, do YOU have any idea what "file" I'd attempt to mod? As is obvious, I've never done it before, but I'm happy to follow one of the many tutorials out there, if I only knew where and what I'd be looking for!
I've tried opening any number of files in various folders (particularly in a Config Folder) looking for a phrase which might indicate that it had something to do with quests, without finding anything which seemed likely.

If that's even too tedious, you could choose only fetch quests for expediency, and use debug mode to fly over, noclip through walls, and grab the satchel immediately. Consider, though, that once you reach Tier V, you'll get mostly Tier V quest offers, and you'll have few chances to do lower tier quests again. So you might take the opportunity to savor the easier lower tier quests while you can.
