Any way to make Traders offer me only Tier IV or higher quests?

My game crashed & I lost all Character progression (so back at Level 1 on Day 1). For 2 days now, I've been restoring almost everything to approximately the same as it was pre-crash but can't figure out how to do the same for Trader Quests. All Trader Quest offerings are now Tier 1.

Is there any way to make the game think I've completed most or all Trader Quests Tiers 1 through 3, so that I get the higher Tier quests offered to me again?

I don't know of a quick way to do it, short of modding the game to remove low tier quests altogether. If you turn on debug mode, you have extra "admin options" when you talk to the trader. But I think that just gives you the option to re-roll their quests, which won't change the tiers offered. Sorry, I've got nothing.

Following your second suggestion, I just tried Debug Mode [(F1 and typing in "dm")-for the benefit of others] and you're right, the only option offered (to reset quests) didn't help in this instance, as all the quests available (all Tier 1) remained Tier 1.

As far as your 1st suggestion, do YOU have any idea what "file" I'd attempt to mod? As is obvious, I've never done it before, but I'm happy to follow one of the many tutorials out there, if I only knew where and what I'd be looking for!
I've tried opening any number of files in various folders (particularly in a Config Folder) looking for a phrase which might indicate that it had something to do with quests, without finding anything which seemed likely.

No problem, and you're on the right track. You'd be modifying quests.xml. One thing you could do is find the line <quests max_quest_tier="5" quests_per_tier="10"> and set the quests_per_tier to 1. Then you'd just have a couple easy quests to do until you're back up to the same tier you'd reached before. You could then quit and revert the file.

If that's even too tedious, you could choose only fetch quests for expediency, and use debug mode to fly over, noclip through walls, and grab the satchel immediately. Consider, though, that once you reach Tier V, you'll get mostly Tier V quest offers, and you'll have few chances to do lower tier quests again. So you might take the opportunity to savor the easier lower tier quests while you can.
