Does the spawn change with the same seed or am i screwing this up?

I restarted a world using the same seed and i have no idea where im at. I used debug to fly around and still have no idea.

Spawn locations are set when the world is created. There is more than one. If you use the same seed it will use the pre-existing map, but you aren't guaranteed to spawn in the same spot.

Last I checked, though, if you start a new game with the same name on the same world, you'll spawn in the same place. The game name seems to seed random things like the spawn location and initial loot container contents.

This is still true. If you name your save "ABC123" you will spawn in location A; If you delete the save and make a new save named "ABC123" you will once again spawn in location A. You need to choose a new save name if you want a different spawn location.
