Allowing the player to have the parts lets them have the ability to craft it sooner than finding all of the pieces for the whole body.
Military armor is great also, but it's light armor, and of course, steel is heavy armor.

Also, do you think there was a bunch of medieval knights running around in full steel armor at the end of the world, or maybe mostly soldiers with light armor, holding checkpoints and fighting off hordes of zombies, before becoming one themselves ?
Just a thought........
And a counter thought, is it easier to scrap metal in a home built forge and cast into viable steel armour, or re-purpose scrap fibres into fully functioning kevlar? :)
I can definitely see your point in MP especially. I can only assume that the devs want it to be harder to be a tank early in the game. They want that to be for later in the game and maybe it's more balanced in their eyes. Just my assumption though. It would be nice to just say "I spent the points, so let me make what I want", and I can understand the argument.

As far as crafting it, that is a very good point. But as far as finding it or leftover parts of it after the end of civilization, then I would expect to find more military armor.
It's odd in that its rarity sort of invalidates its own purpose.
Just 'cause it's harder to get steel armor doesn't mean you should just avoid heavy armor till you can get steel. :) It's a game of tradeoffs- Do you want to take less damage and get crits less often, Or do you want maximum mobility and not have such a hit to stamina regen?
It's like the joke in Skyrim, how so many players end up with a stealth archer, no matter how they plan to play.
