short of modding and xml editting, THARN's idea is about the best option. .Did it myself just this morning while prepping to relocate to a new base. Disable one location, set up shop in the other, just start running stuff back and forth.Anything respawns at the old location? just clear it out again and drop the LCB again.
granted I purposely use small POI's for this to make it easy. Old West two-cell jail in this case.
For example, if you want to move your forge from a POI where you have your bedroll, you will have to place a LCB to encompass the same area as the forge, which deactivates the first LCB if you have another one placed somewhere already.
The game won't let you take your crafting stations, unless the area is encompassed within that LCB border. Not sure about the bedroll, as I have not tested it out, but the area that is considered safe around the bedroll is much smaller than the LCB.
With regards to modding ... Red Eagle wrote a modlet a few years ago that worked for version A17. I do not know if it works with A19, but here is the cut/paste post from Red Eagles post here on the Steam forum (2 years ago) ... This allows multiple LCBs :

For solo play, we can create our own base without an LCB without any problems, but those TSB's (temporary support bases) would just be for storage mostly. A simply TSB is just dropping a storage chest away from any POI bounds (we all know that).
I should thank you also, for the post from Red Eagle being linked, as I really would also like to have just a few LCB active in vanilla games. So thanks for adding your info as well.
Quite welcome. Since the introduction of modlets came out with A17, we all consider that version to be crap, but modlet creation seemed to be the high light of that version, and that ugly baby grew up to be a wonderful young adult, but some players might think it grew up to be that red headed step child we all still want to slap across the head ... LOL
Btw ... Here is the official Red Eagle Mod page on the official forum. It contains other great work like ... Larger claim areas and different map sizes. These small modelts allow a player to just add bits of modding where needed without using a full size mod (i.e. Darkness Falls) :
