The result if this is that in a purely vanilla game environment, whether you or I use the seed "ABC123", We will get the exact map. (We'll get some differences if either of us have certain kinds of mods and the other doesn't though, like the ones that add additional POI's to the poi list; But thats not really relevant to vanilla play)
So yeah; Just put that name into the seed section; Capitilization and spacing matters.
As for how they know; They try out seeds, see how the world looks, what kind of buildings it has, biome layouts, etc- And then if they thjink it's a good map, they share the seed that made it.
There is also a previewer in the ingame map generator, although it's a bit laggy, and some files in the actual world directory that can let you see the biome and road layout; and the list of POIs generated into the map.
In short: Lots of trial and error.
The reason is that the RWG changes quite a bit from alpha to alpha.
