[Random Gen] Can't find a City in a Wasteland Biome

Attempting to to find a city in a wasteland biome (for best loot) on my SP world but I've been exploring the map a lot and can't seem to find one, is it possible that a city won't spawn in any of the wasteland biomes in my map? I'd use the previewer but my seed is too long for the previewer. If anyone can figure out how to put an extra two characters into the seed box it is "Jerry Was A Rac"

Open up note pad and type your seed name. Copy it from there into the box. That's how I get it to work on longer seed names.

To answer the question, yes it is possible to have wasteland biomes without a city/hub.

As to the preview issue:
One way is to use a HUD mod:

I ended up finding a decent town (but not a city) in the wasteland, gonna use copy and paste for the seed and possibly look at that hud mod too.
