You repair them with repair kits.
Archery, for example is the perk for bows and crossbows. The more points in archery you have, the higher tier quality of bows and crossbows you can craft.
So you can scrap the lower tier ones you have found, and use the parts for higher quality ones you can craft, once you have enough perk points.
thanks for your help, so does that mean that you would need to find 6 cross bows in order to build a new one, how many parts do you get for scrapping one crossbow?
Go in the skill menu and click on archery, under the agility tree. There it tells you what bow or crossbows you can craft, depending on which level of the perk you have.
So it's a good idea to save the low quality bows and crossbows and not just sell them, if you are going to take points in archery.
EDIT..I think you get three sets of parts when scrapping. That might vary, too. Not sure.

Be sure to loot those Shotgun Messiahs! That's the only place I've been able to somewhat reliably find weapon parts.
