Can't open console

I made a new multiplayer world in the latest version and I can't open the console. I've tried both ~ and F1.
I've tried deleting my entire 7DtD folder and verifying cache to redownload everything, but I still can't open the console. I'd like to only be able to access the creative menu myself without allowing others to do it, so I don't think cheat mode is good for me.

The console is F1 by default. If you try opening the console at the main menu, it should narrow down whether it's more likely to be an input issue, or a server issue. I'd be surprised if something about a particular server, including a local server, disabled the console.
