That would preserve all the trader and POI locations but since the game uses that image to determine biomes the whole map would be the wasteland.
You can mod rwgmixer.xml to only have 1 biome, but that causes problems with traders. More than one trader of a different type in a biome can result in them clustering together since the distance between them is only for the same type. You can make it work through mods but it is much more difficult or at least time consuming than just editing the biomes.png file.
