That is because it was.

Many rumors over the years stated that the story won't end the game as it's a sandbox game and that it'll only be available in Navesgane map, not in others. But I have seen nothing official on it.
Bottom line is if it's Navezgane only (or optional) and not game ending : YES.
I'd like a story mode.
And I'd like a real sand-box mode without all the game on rails they're adding.
Make you're own story.
I was playing the "District Zero" overhaul mod last month, which replaces most of the zombies with robots. The ones that aren't robots, look like humans infested with nano-machine swarms. There are no animals in the mod (the robots wiped them out).
I made up my own story that my character has returned to earth to harvest and stockpile seeds. Yep, seeds. The offworld colonies that survived the apocalypse have survived so far, but some strange alien disease is now wiping out the only growable plants they have left and they're in danger of starvation. My character is there to find more genetic diversity, so they can find plant genes that resist the disease.
story as in background lore, things going on in game and making it feel less like a tech demo: yea
No, I won't do that. This is a discussion forum, not a poll forum limited to whatever options the OP chooses to restrict people to.
Personally, I'd like a story mode and a sandbox mode. Better still, a variety of stories. Random gen maps for sandbox, premade maps for stories. Also lore and backstories for the story maps. Some flesh on the bones. Storytelling in a game is a specific skill and there's no evidence that the devs have that specific skill since they haven't tried doing it yet. Maybe they could do it well, maybe not. I'd rather them not bother with it than do it less than well. This type of game doesn't need a story, as shown by the fact that it's been a popular game for years without a story. Players can make their own stories. Or not, as they wish.
A Huge Story with lots of npcs and missions. With an end, and if you want to sandbox you can keep playing. Don't know if they could come up with decent radiant missions, but modders have made some pretty nice additional mission types. Be extra nice if it wasn't solely tied to Navazgane but you could opt story mode and have those assets rendered in whatever map you generate.
If I'm not wrong, moderators once said that 7dtd Story is going to be text-driven (Notebook Lore or something) I might be wrong here. Do you want that kind of a Story? How would it work? You take quests and find Notebooks. Is it a Story? No, It's just Lore.
A linear Story in a sandbox game? Yeah, you can have that too. Since the Biome progression is becoming a thing, here devs might want to add a MAIN Story linear quest line with that Biome and Trader Progression. Maybe have a new MAIN quest line in a list of given quests.
This main story shouldn't "End" the game indeed. It should be optional, and maybe even not completely linear. With variants of quests to complete, or items randomly found while doing side quests. It's fine if Traders ask you to get them 5000 wood or 2500 iron to fix the old rusty holes of their base and then tell you something they know about the Main Story Quest. Like Trader Rekt here: he might want to tell you something after you do 10 of those "bring me this and that" quests.
I have absolutely no idea why devs haven't added any of those quest elements to the game yet.
"I'm runnin' low on chicken breasts, man"
quest added
Yeah, some people might dislike gather-bring type of quests, but you can literally pick any quest you want from the list. Just do whatever 5-10 quests from a trader and progress with The Main Story - an option to have in the game.
Or think about this:
We once had radiation surrounding the World that prevented players from going too far. If there was ALREADY that mechanic in the game, then why can't devs add POIs with radiation in that you can only enter wearing a protective SUIT and constantly eating anti-rad pills or drinking the witch potions of your most favorite flavor? Add quests that make you find out how to craft those, or find those. To lead you through that POI once, then give you a chance to clear these POIs on your own, or doing side quests. Have stronger radiated zeds in these POIs. Imagine that! Wow, a challenge! Wow, more content. Why is this NOT in the game??? How difficult is it to add more fun and challenging content into the game?
modders must be on strike again. tfp not paying them enough likes
I hope you’ll give Storms Brewing a try.
