The species commonly referred to as carrier pigeons don't exist anymore.
Why not, zombies don't exist.
Lots of things are doable, but the first phase would be to iron out the design.
Doesn't seem necessary to have something like this in the game since it's set in modern-ish times and the undead turbo vultures would likely eat all of them anyway. I think the devs could more easily implement a radio system.

forcing people to only use one system is a detriment, having no other options is also a detriment. You want multiple options with their own upsides and downsides in order for something to be well done.
If you want to expand communication, you have to add MULTIPLE options for people to use in the first place.
Here's a example.
HAM radio for long range communications
short range portable walkie-talkies
carrier pidgeons
mail (as a trading post service)
face to face conversation
player written notes and books.
