Empyrion... the single player can be terribly difficult no matter your settings. Though the learning curve is steep, the rewards are quite astounding. The building is spectacular and it uses voxels much like 7 Days, so drilling into a mountain is possible and fun. It's gone beyond fun for my old brain, though, with the advent of so many different factions, worlds, ways to build, things to build, space flight changes, respawns, etc, etc, etc so... If I can't be Empress of the Universe, I'm moving on.
Green Hell, Valheim, The Forest, and similar have some of these qualities and quite good stories, though, they are not as satisfying nor nearly as strong in customization.
Fallout 4, The Long Dark, Subnautica and, though not quite as 'open world' as some, Witcher 3.
I have enjoyed almost all of these, save Valheim and Green Hell... I'm not masochistic enough, but, again, it's something you will have to decide for yourself.
Nothing... no game I've seen or played, including those that claim to be open world/voxel/etc, even come close to the re-play-ability of 7 Days. I am eagerly awaiting a20 and the eventual Gold release when we'll have an actual story to enjoy, but, until then, I'm just going to try out new mods and different ways of playing, change up my weapon choices, change maps, change perks... *wanders off*
You want to talk about games and ONLY building in them, as you enjoy that mostly ?
Then I can suggest Medieval Engineers with Workshop mods. BUT that's all there is to do in the game, is build and maybe some exploration.
Other than that, I would also agree with the good Khissi above. I also like Empyrion but it does have a high learning curve, but it pays off to learn it.
I use console commands to adjust faction ratings in that game, because I don't like the faction system from the beginning, personally. Khissi is right, as it is a bit difficult from the start.
But you can build amazing bases and ships in that game.
EDIT....
Sorry, forgot about Rising World. It is currently going through a massive move to Unity Engine, but that might be close to being done. That is the game to watch, honestly, as the building in that game is pretty awesome also, and it has plenty to do other than that.
And once it goes to the new engine, it will be even better.
Space Engineers is similar to Medieval Engineers, but it was actually finished and is not bad. But I prefer Empyrion over Space Engineers.
Would recommend Valheim if you like the RWG and exploration, but don't mind a VERY linear progression but more of a RPG element based on the do-to-learn mechanics.
Also, Raft is a pretty good for a survival/craft game, still also in early-access. There's more of a linear progression to it. But it feels satisfying. But like Valheim and Minecraft, no real RPG element available for different gameplay styles.
Volcanoids looks okay, but man it seems like the end game comes way too quick.
But the Pimps have done that more than any other game I can think of, honestly. The official forums are easy proof of that.
You can travel to other planets and moons, and then the survival becomes a real challenge.
Food, radiation, gravity........it's all there.
Valheim is fun, massive potential for building bases and such, but has nowhere near as much content and despite a large open world is very linear.
State of Decay is excellent, it's the closest game I've seen to capture the experience of the "The Walking Dead" tv show.
Night of the Dead is another survival/crafting/horde/tower defense game, a lot of fun, but smaller in scope and also a lot more challenging.
Kenshi is an interesting one and worth a look. Extreme open world with an other-worldly post apocalyptic feudal Japan vibe that adjusts to your actions. You can go full loner nomad, or a group, or an army, build a base, build an entire town, found a nation, interact with multiple races, cultures, factions to become allies or enemies with. It's a slow starter with a steep learning curve, your first starts are likely to find yourself crippled or enslaved (neither of which is game over btw) but it can be insanely rewarding plus has a very friendly fanbase and a massive modding community.
On the more casual side I can recommend Stardew Valley or My Time at Portia. Very little emphasis on combat, more geared towards growth and advancement within an in-game community.
Then there's Subnautica, if you haven't played it yet, just go to the store page right now and buy it. Thank me later.
Feel free to elaborate on what you like most about 7 Days and would like to see in other games, and maybe we can refine our suggestions, but some of the best ones I can think of have been covered, honestly.
That all being said I do appreciate the suggestion of Empyrion which I think has similar potential.
So sounds like you might get that soon enough. Far as the elaboration you gave, sounds to me as if you would really like Empyrion.
Open-endlessness is an understatement in that game. Building, combat, crafting to an extent, and POIs are all there, and the elements of survival on steriods.
You have to manage oxygen, gravity, radiation, day and night cycles, element storms on planets...it's pretty cool.

Of course, you could always try one of the several overhaul mods for 7 Days. You want it harder or better enemies/more enemies/more difficult enemies ? There are mods that will take care of that just fine.
But from what I have understood about A20, living in the wasteland is supposedly going to be a bit of a death wish.
Biomes will supposedly have difficulty tiers. And the wasteland will be the highest tier, I think.

Very, very few other games have tried to do this. Things like Conan Exiles and Valheim don't really. Empyrion doesn't. There's only 2 or 3 games I can think of that put a similar focus on under-pressure but relatively free-form building to defend yourself. Night of the Dead is one, and Eden Star is another, but that's been in a development stall for literally years, and the team claims they're completely redoing it, so no real guarantee it'll stay defense focused. And in its current state the defense portion is very one-note (It's just turrets).
The Infected I think has some level of build and defend going on too, but I don't think it has much in the way of traps and such.
Honestly I don't even care about the zombie theme. I just love the combination of survival-building with time pressure to build defenses against an assault that comes repeatedly and can't be survived without defenses. I mean, yeah, you can just get on your motorcycle and ignore the horde in this, but I trust they're going to fix that eventually, and I love the tower defense portion--specifically the whole system of trying to build something under pressure and then finding out if it will work afterwards, so I'd never skip the horde anyway.
But I'd kill for more games in this narrow genre that 7D2D has created. I don't care what the enemies are. Orks, demons, catgirls, I don't give a ♥♥♥♥. I just wish 7 Days had a more fleshed out tower defense portion with a bigger variety of traps like Night of the Dead has, or Orcs Must Die! even. Or hell, even Dungeon Defenders.
Or that there were way more games in the genre that focused a bit harder on blending the gather and build genre with the tower defense genre.
