also i would wait till A19 goes stable
check out the nexus mod site there may be mods that can help make a RP server
Now price wise you can find servers for this game dirt cheap. To me the fact that you can't host beyond 8 players with out some type of performance issues seriously hinders the game for online server play. If you play this game at the same time as your friends usually then honestly your better off picking the person with the best and strongest internet connection and gaming rig for you all to hook up to and just have them host your MP game mate.
As it stands now the only real benefit to having a server is just if you and your mates want to test out changes as they come out with out needing one of you to host if people are logging in to do things at different times.
So at the end of the day it really boils down to what do you want to set up a server for? If it's for long term play then for me it just wasn't worth it. If it's just for the convenience of everyone testing out changes and logging in at various different times with out waiting on a friend to host then I'd say I'd probably use it for that.
If your goal is to do an actual online community then sadly this game doesn't make the grade just yet. It has all the tools for it, but it simply does not have the stability for it just yet. The only zombie survival game of this type I can think of that has been able to even remotely do something along those lines would be role play servers for the Arma 2 DayZ mod with base building added.
Now back when I first joined during A10 my very first server I got lucky on joining that a friend introduced me to and they had managed to get the server to host up to around like 40 to 80 players stable enough to where we all had different communities on there, but I haven't seen anything come even remotely that close to that since those days sadly mate. I couldn't even tell you how they did it because they personally hosted it and it was a custom server modded before you could even really do mods on this game. lol Some how they managed though. lol
Anyway hope this helps and good luck with your server if you set one up mate. Take care, stay safe, and stay blessed everyone.

That's actually a good idea. I didn't think to mention or elaborate on the server software. Sorry about that mate. I personally when I ran a server had a copy of the Steam dedicated server software as a back up in case I needed to host the server myself. If it were me I'd use a spare rig to run it if you want to keep it up all the time. The benefit to doing it that way is if you decide for example to play long term on A18 you can back up both the client and server software and add them as non-steam games down the road and run them separately from the versions that get automatically updated.
I did that with A16 just as a precaution so I'd have it to use with the back up from the paid server we had in case we had any problems. For us we just decided to set it up as a standard MP game to continue it on from there since we played at the same time.
If anything it doesn't hurt to keep back ups of the software to keep your options open mate. I'd recommend that to anyone running a server full time anyway. Especially when it comes to backing up world saves periodically for the server if it is up 24/7 in case a roll back is needed.
From what I have seen there isn't really to much difference in the settings whether you run it from the server software or the game client. Most people I would probably just tell them stick with the normal MP game if they are not running it 24/7 only because it is more user friendly and you don't have to mess with the actual settings files nearly as much if at all.
I'd say go with the rout that works best for you and your friends. Good luck mate.
Personally other then myself I had one other GM on the server back when we had one. Everyone understood cheats were off. Only exception ever to use the menu would be to compensate for a game bug if at all. And honestly most of us would have just recrafted what ever we lost anyway. lol So it was never really a big issue to be honest.
Just a suggestion to help you out. Maybe instead of looking for players to fit your play style try finding players who'd have the same goals in mind when they play. None of us in my group have the same play style, but we all focus on the same goals and more often then not our play styles determine who gets what job for the day mate.
For example I am not really big on base building. So I hunt and keep the group fed, gather materials needed, clear any zombies in the area so Miss Builder Bobbie can do her thing in relative peace. lol So while we got one person working on the base we may have another working on defenses for the base and another gathering materials, and like myself hunting and so on and so on. You get the idea. So really I would just recommend finding a group that would fit around your play style. Good luck mate.
