Level 1: a storage chest in the middle of the street. The only purpose is storage, i.e. from the POIs nearby.
Level 2: like level 1, with walls added. No larger than 3x3 internal space. The purpose is storage, concealment, and a small measure of safety. I might quietly hunker down there for a night if I need to. If attacked, I have a little bit of time to mount a defense while they break through the wood. This stage also epitomizes the “I need to set up camp right here right now” scenario, in which case it may be built onto the side of a boulder.
Level 3: like level 2, with a forge and campfire added. Now it’s also a processing station, to convert raw materials I’ve accumulated into basic useful items. I might add a layer of spikes, and a roof to be fancy.
anything you change or build will be wiped clean on restart. Outposts outside those zones are fine.
Where do I put them? I build loot storage camps near traders, near large groups of buildings, and close to mission POIs so I can dump loot and have a place to store some food, ammo, and medical supplies (usually just stuff I found nearby) in case what I'm carrying and what's on my vehicle isn't enough. Doing this means I don't have to go back to my main base all the time to re-stock or to stash loot. I find it to be more efficient to have loot collection camps than to constantly run back to base when the character and vehicle inventory is full. This way whenever I'm in an area and heading back to base I can stop at the camp and fill up my inventory with whatever I want to bring back.
I don't think pApA^LeGBa waits too much. You can probably just chalk it up to different players having different priorities or playing in different ways. For example, I don't waste my time wandering around building multiple bases in random biomes and I don't feel the need to build a "base" just because it's getting dark. It takes only a few minutes to clear a building and then you have a shelter you can use for the night - or longer if you want to make it permanent. I'll have some small camps scattered around the map but they are usually just a few storage containers and maybe a campfire, I don't build walls or other defenses for most of them. It's simply a storage stash and nothing more.
I think that I might play a lot like pApA^LeGBa does. I always focus on getting a motor vehicle as soon as I can, even if it's just a minibike, because it's a major game changer. The mobility and extra storage makes getting around and moving resources a lot easier and faster. Even the bicycle helps a lot.
If your main base is somewhat central on the map and you've got a motorcycle or minibike then there's zero need to have multiple large (or even medium sized) bases in other biomes because you can travel fairly quickly to any part of the map and use any building for a temporary shelter. It's also extremely easy to build a tiny shelter that will keep you warm and safe for a single night. It only takes a few dozen blocks and wood is extremely easy to harvest.
I drop all the random stuff I may need someday in the chests.
Main reason for those buildings are they a compact, well built walls have fair hit points so will survive an attack if I'm resting up and usually quite close to a vendor. Visit vendor grab all the gunpowder, bullet tips, shell casings and any food I can cook up. Put all my ores into the forges and melt plus craft bars and ammo supplies and leave with any finished goods from the previous visit if I'm well enough.
I have a junk turret in my inventory that I will set up while I'm there once I can craft or buy one to defend against vultures.
